Though India has one of the biggest defense budgets in the world, why does still lag behind its militarily superior neighbor (that too by an alarmingly high margin) when it comes to present day warfare techniques, based on communication and information technologies?
India has only one dedicated communication satellite (GSAT-7) at present, and its regional navigation satellite constellation (IRNSS) construction has started only recently. India buys most of the military equipment from foreign vendors even today. Whereas countries like USA, China and Russia have developed advanced battlefield techniques using satellites, unmanned vehicles (land, air, sea), and radar based defenses in their respective countries.

Yes, India has a large defense budget. But it is low compared to the three countries you have mentioned in your question. Here is the defense spending of each of these countries
USA – $640 Billion
China – $188 Billion
Russia – $87 Billion
India – $47 Billion
China's defense spending is about 4 times India's defense spending.
USA's defense spending is about 13 times India's defense spending.
Is it so surprising now that India lags behind the countries you mention ?
